game auto lvling recruits?

is there a way to stop this, ive heard that if i bring them into my squad once the game wont, is this true?

Characters that have been in your party and then returned to the recruit pool can be manually leveled. The game won't autolevel any recruit that you manually level but you can't manually level every recruit every time you earn experience.
