There's quite a few differences between Warcraft II and Starcraft, I believe what makes Warcraft II and Starcraft seem very alike is that Blizzard was smart enough to take the successful parts of Warcraft II and apply them to their next Craft game.
Starcraft in my opinion was and is one of the most solid games ever created with multiplayer gaming in mind. I mean the challenge of balancing three entirely different races with entirely different strategy concepts for each is pretty impressive. Westwood on the other hand produces completely unbalanced games that make for a sorry multiplayer experience.
Warcraft II was good, but balance was achieved by having the Orcs and Humans basically the same, with a few differences in between.
Furthermore, somebody at Blizzard really had a head on their shoulders when they decided to package a map making utility with the game, and not that, but incorporated an entire trigger set for map makers to make Map Settings games. I'd say that adding a map making utility with triggers is one of the reasons Starcraft is still played (without Broodwars even) by over 10,000 players on Battle.net.
It's too bad that Blizzard doesn't publish the Fallout series...
