Well, there's the red Damage Threshold shield they were talking about. Buckshot apparently can't even pierce football pads very well.

He is doing some damage, but obviously not a lot. What I wonder now is, if the gun is still a bit over the DT of the armor or if it's under the DT, but still deals some damage, because else people would cry.

"the gun doesn't have enough damage to exceed that armor" - this sounds to me like the gun's damage is below the DT, but still deals a little bit of damage. it'd be pretty retarded if some guns simply cannot damage certain enemies because of armor.

Well, but thats what damage threshold is there for.

If you can still deal some damage with a shitgun, you will be able to deal some damage with a shitgun against some power armor (or any other strong armor) as well. And this is not cool. Obviously the results will not be as idiotic, as in Fallout 3, but still...
