GECK for Fallout 2?

If all those people who posted NPC's statistics in wiki and such managed to know that, there's got to be some third party program that lets you see through the game files. About dialogues, NPC statistics and such.

I want such program. How can I get one?

For checking the characters stats, the notepad should be enough.

How? There's no .txt files that contains all the characters stats, including characters from Restoration Project.

it seems i talked too fast. The notepad allow you to open files like data\text\english\pro_crit.msg, that tell you which proto number match with which proto name, but doesn't outright give the proto stats.
