Getting lag in Fallout 4

Hi.
I ran into a problem playing Fallout 4 and some other games, I get low frame rates and sometimes lag behind with spikes and crashes.
I even completely removed the game by deleting everything from its folder and reinstalling it again but nothing works.
Can anyone help me to solve this problem.
