Good way to clean up / optimize PC?

So I've had my former gaming desktop for like 8 years and I am getting worried about it. It's nothing major, just weird startup noises from within the casing. And over the years god knows how many programs I've installed and uninstalled but never properly removed. So I was wondering if there is a good tool to clean the desktop up that isn't just reformating the computer and starting over from scratch?

What's wrong with reformatting? :p

I used to use CCleaner occasionally, not sure if it actually did much, or if the program has turned into some weird spyware/bloat by now.

I'd prefer not to lose any data I have on it. I can always just move certain things but there are other things I will not be able to export because either I can't or because it would be an immensely enormous chore to do so. Also I lack a windows install USB stick/disc.
