It Wandered In From the Wastes
One of my biggest gripes about this game, is exploring in the ruined cities. Mainly because you are forced to fight at every turn you make, but what is the purpose for all of it? For instance, I leave Diamond city, walk around for a minute, come across a small camp of Raiders. I think to myself, "ok fine, some criminals made camp here... like everywhere else in the game."

So after clearing them out, I turn a corner, and come across a small Gunner camp. After I clear them out, I wonder why they're making a camp so close to these raiders? In the loading screen, it says they're a "highly territorial" Talon Company ripoff. Err, paramilitary group I mean.

Right after murdering them, I turn yet another corner and there's Super Mutants wanderingn about in their own camp. Ok, there's NO explaination for this (big surprise).

There is no logical reason for 3 groups to be within such close proximity to each other. I don't know if they have a main base or anything yet, but after playing NV and being able to learn backstories of each group, just takes me out of it. Knowing where the Fiends get their weapons and drugs from, and what their purpose is was pretty damn cool. The raiders here? No idea, they shoot you on sight, even if you walk into their own pub. Egh, don't get me started on the Combat Zone. The Gunners? They shoot you on sight, yet McCready "ran with them for a while".

God, is it REALLY that difficult to for them to at least try to make a logical enemy? I guess ol' Todd just told them to put shit in so we can shoot everyone.
 
Does the game at least let you lead one group of raiders into another group's camp, with the possibility of both groups fighting each other instead of the player?
 
I've seen mutants and raiders fighting each other, so I would guess "yes," but I've never been one for that style of play.
 
I agree that it feels like there are enemies everywhere and there wasn't really much thought given to their placement within the world. The upside to this is the Commonwealth feels quite dangerous, the downside is the game really is a first-person shooter with little thought put into making any kind of sense.
