As far as the conspiracy theory shit that surrounds it who knows. Maybe they are researching something useful over there with my tax money like how to sterilize all of Russia and China's children using some type of crazy antenna weapon thingy.

I am not going to hold my breath however, it probably is just what they say it is.

Truth be told if they are building something like an Ion Cannon or other outlandish doomsday machine no one here or really anywhere else online knows. It is all speculation to say the least.

None of that really matters tho, what does matter is this quote:

Clearly if the Russians have one the only option left for us is to build ours bigger and more powerful. I honestly can say I have absolutely no idea what it does what so ever but I just know it needs to be done.

If the HAARP's intent is to sterilize Russia...they better rethink it. Russia has an antennae array like this one too. Feeling your 'nads hotter than usual?
 
HAARP is an Extra-Terrestrial Research Facility.

I got this information from a Moldavian spy. Or from the hobo who has been sleeping in my bathtub for two weeks now, wears a tinfoil hat and claims he is a Moldavian spy.

I still believe his HAARP theory, though. He convinced me when he sang a Martian lullaby ("Eppi Choppi Jak Jak Jak, Eppi Litto Wir Wir" for those in the know).

Also: the White House is actually the Headquarters of the Blind Squid people from Neptune. Who would have thought, eh?

The next arms race between the States and Russia will not be over nuclear weapons. It shall be over who can sterilize more of the other countries populace :P

Don't lose much sleep about neither SURA nor HAARP. Both radiate "safe" frequencies (a little lower than TV signals and FM radio). The power is considerable but that's just to overcome the atmospheric dampening caused clouds and other factors. Stand in front of a RADAR array...and I'll bring the gravy and mashed potatoes to accompany.
