Actually, yes, I have. To show someone how the Super Mutants in Fallout 3 are silly in comparison to the Lou.
 
Fallout 1 had a lot of things Fallout 2 lacked, like talking heads, man, the voice acting in Fallout 1 was cinematic quality.

Imagine if each Mob boss had its own voice actor in New Reno at least, and talking heads for every recruitable NPC.

The bad thing about Fallout 2 is that, while exponentially bigger than Fallout 1, it feels somehow incomplete, and I can't imagine how crippled without killap's patch.

Fallout 1 is a whole little package.
 
^Although, it was pretty cool to read the text while talking with senor Mordino. With a little imagination, you don't need talking heads. Although the talking heads were awesome.
 
I wouldn't... think... so. Well you see, there are three power armor talking heads that use the same model and the same voice actor.

I wouldn't count it.
 
The amount of talking heads is probably the same, they just seem rarer because of the significant expansion of the gameworld.
 
Does the screen briefings in Alpha Protocol count as talking heads (or at least their "spiritual successors)? Cause if they do it's nice comeback for talking heads and a nice thing from Obsidian to give them such a "cameo"; at least I saw them that way :D
