Having screen tearing and stuttering issues.

Like the title says. Whenever I move my cursor to look through an area I encounter moderate screen tearing as well as a little choppyness. I'm playing via the Fixt mod on Windows 10. Any clue as to what may be the problem? Tried Direct-X9 to no avail as well as renamed the ddraw file. Also the High Res patch IS enabled. Another minor issue I have is that whenever I change the combat speed it doesn't save my configuration and it switches back to default every time I re-enter combat.

Im also having the same exact issue, my cursor was originally slow/lagy as well but deleting ddraw fixed that however anytime I look around the area/map I get bad stuttering and I noticed the same when entering barter or trade. Its frustrating, my pc is a I7 with 16g of ram and a gtx 1060 so I'm pretty lost when it comes to this problem
