Help! Cant get to the Enclave Oil Rig.. bug?

Ok so I have fueled the tanker and used FOB and NavComp Parts to the Computer so its all set to leave. But the problem is I still cant talk to the captain Ron A. Meyers.. He STILL says he wants me to do something for him or his buddies.. and I've already helped to save Badgers Girlfriend, but I couldnt help Chip cause He died before I got to speak to the Doc after taking down The Hub's...

So How can I set sail to the Oil rig? Captain Wont Talk to me and I cant complete "Chip Spleen's" quest cause He - Is - DEAD...

Pls help!

Ohh it seems I need to work on some Submarine? Could anyone tell more? im googling currently.. will info more.

Computers can list submarine crewmembers

If I were you, I wouldn't check those hints, cus it really isn't that difficult, and it's more fun to figure it out yourself
I don't know if there are other ways of solving it, but that's how I did it.
