To me it seems that the best way to do some kind of list like this objectively is to pick one category and stick with it. If measuring their initial impact, then wouldn't that be best quantified by total sales/arcade revenue. If measuring their legacy, wouldn't you want to go down through history and pick out those games that either created or redefined whole genres (Pong, Space Invaders, Zork, Pacman, Pitfall, Ultima, Poll Position, Super Mario Bros., Wolfenstein 3D, etc.). If measuring how fun they were to play (you might want to break this up into addiction and pleasure) the best way to do it would be hooking up sensors to people's heads while they are playing.
