President don't make any decisions, it's the bureaucracy who decide and execute what is best for itself, the experts (or technocrat if you prefer the terms) who make up the laws, the lobbyists who pay the bill and have the right to choose. At the end of it, president are just a glorified Heirloom Seal of the Realm to legitimate all decisions made by peoples who don't care about you by granting them the Mandate of Heaven.

In short, the president is a simple piece of carved stone who got no free will (not that it exist in the first place), no agency, and can only do what he is asked to do by more powerful people.

Going back to the point about voting, I have to kind of agree with Illuminati Confirmed! on this one. Without a proportionally representative electoral system like STV, you might as well just spoil your ballot than vote third party for all the good it does you.
