How does it feel to play Fallout?

It's not really that relevant if it's entertaining or not. Someone might be annoyed by a painting or a game where others find it entertaining.

Alright, try to explain me why is Fallout a piece of art. Like you're writing an encyclopedia entry about it or something. Then I might see your point.

In order to prove that fallout is art you would first have to know what art is. This is something nobody can explain to you, there is no perfect definition for it.

Art is what you call art. But if I wanted to tell what art means to me I would say the following : it conveys an aesthetic experience which is both beautiful and thought provoking.

I think many people would define art as something similar to what I have just written, of course a lot of people would describe it as something completely different. It depends on people.

In a nutshell: if fallout has those features which I have mentioned I will consider it an art. Let's not get into a debate over what art is because this is philosophy and quite off topic. Consider Fallout whatever you wish, I consider it a true artistic work.
 
Yes, what art is, is very debatable, but let's not go there :)
Anyway, art is whatever you want it to be but not everything is high art. I might have thought you considered it such.

For me, Fallout is a legendary game I love (whatever those words mean to someone else) ;)
