Fallout 2 mod How much of RP is purely restored and how much needed creative freedom?

Just went through EPA, laughed at the Dr Strangelove reference, and any chance of Kitsune eyes being a reference to Cowboy Bebop? The episode Spike tell about his eyes came first than Fallout 2, but it's a really short time difference....
 
You don't play a design document. Lot of creativity is needed to fill the gaps in an engaging way.
 
Creativity is a two edged sword...what someone finds engaging, someone else finds irritating. The EPA grinds on me in certain ways, and I spent a lot of time working on the maps...the entrance is too big and taxing to travel through (critter overkill)...I think the place is generally over ambitious. The quests are clunky, and not particularly engaging and the maps are generally too large.
 
This locations is my favorite of the rp.
It might be the best dungeon-like location of fallout 2.
