Actually it can. Thought only a small damage, say 2-10 (30 in burst mode with pyscho, but rare scenario) points damage against power-armored foe.
But trying to kill an Enclave soldier with a shotgun is like going to a gunfight with chopstick. Not to mention they will have melt you down with plasma weapon before you can touch them

FO 3 makes it way easy to handle those Enclave folks, with a 10mm SMG :ugly:
 
i had hoped that you could join up with the outcasts as a honorary member after doing something insanely hardcore for them like getting into a downtown to get a satellite relay up and running so they can try and contact the BOS HQ

then they will train to use power armour and repair / sell equipment

in fact i may have to mod that when the CS comes out

I'm not a writer, or a director. I don't even have talent :P I just watched a lot of cartoons and TV shows (South Park, Family Guy, Robot Chicken, etc.).

And plenty others, like smurf's mods (impact accuracy and physics) and gore tweaks ( from Mushroom Cloud).
 
The agility penalty ruined power armor for me. A nerf to agility is a nerf to vats. A nerf to vats is pretty much a hardcore nerf to your character. Strength, as it only effects carry weight and melee damage, is not useful enough to trade agility off for. IMO if they bring back STR reqs on weapons, Power Armor would be amazing for low STR people who want Big Guns (a la EVERY OTHER fallout).

I think when / if they release the developer toolkit for modders people will be MUCH more satisfied with the game. As it is, most of the mods out there are extremely limited in scope compared to what people did with Oblivion. Without that toolkit not only is Fallout 3 "Oblivion with guns" its actually "severely limited Oblivion with guns"

I know I successfully ambushed the meeting once, it took me a couple tries, but I think I used the CAWS (maybe?), .223 pistol, and a few frag grenades. It really takes some luck, and eye shots. See, that's also where having eye-shots makes sense. In power armor, one of the only weak points would be the vision-slot in the helmet.

Power Armor in FO3 is just weak as all hell, they wanted to make "all play styles viable", and instead of building quests properly and giving stealth and diplomacy some unique options to counter the combat style that Power Armor benefits, they just nerfed the armor itself.
