How to use the Fo1/2 art

Look, Ma! Two Heads!
Hey, I'm trying to put together a Civilization 2 (yes you heard right, II) scenario for Fallout. Now this is Test of Time, which has a still-active modding scene, a new scripting language, and FOUR maps!

Ignoring Ceasar was a bloodthirsty monster but hey! I've already got all the units ready for one faction!

So in theory I can build a Fallout adventure in four plains, one overmap of North America, which I've more or less got the tilesets for, and I want to use the other three maps for caves, Vaults (dead and alive), laboratories, as well as cities, both ruined and non for fighting and questing.

I wanted to build a hybrid system of questing heroes and traditional building cities and units and infrastructure
The tilt of the art is that semi Isometric so resizing would be minimal. Also dare I say it, units, especially robots.

Knowing if this would work for Arcanum and the Fallout 1/2 overhaul mods and would also be allowed would be fantastic. At the very least if not allowed I could crack and show to someone who can create a gif and say I need something that looks kinda like that.

I'm hoping I can make something interesting, it's just art ain't my thing.
 
Well since no one responded I found out there is a ripper for the assets that will turn them into BMP files but it's kinda useless to me ATM. WHere are the Fallout asset files in the Fallout files, the Steam Version, and how many are there? If possible, what are their names? Essentially I need everything, I need some of the creatures, all of the Vault assets, at least one good shot of each of the robots etc. ANd I don't see ANY art or music files in the Fallout 1 or 2 folders in Steam.
 
I personally have no idea, but may I suggest posting this in the “game help” or “modding” forums. In my experience the guys that watch those threads know what they’re taking about. General fallout discussion is the realm of morons like me who don’t know shit about the game
