Fallout 2 utility I cannot find the frm2bmp utility

I have looked all over the internet, starting here at NMA, and no matter where I went the download link always turned up a dead end. I desperately need to find this utility or one similar to it that will convert my Fallout 2 FRM Files to another format so that I can then convert them to a DDS format.

Titanium Frm Browser 1.3 – (This software allows the viewing of the critter FRM’s).

Also it converts FRMs to BMP, Jpeg, Targa, Gifs....etc
