Will I be able to play oldr games like FO 2 and FO 2 MM ok?
Or does it mean I will have to stick with FO3 and its derivatives?

There's absolutely no problems running a 64-bit operating system. Windows performs all the conversion of 32-bit instructions to 64-bit without any performance loss or error, and in fact the vast majority of software you'll run on a 64-bit system will be 32-bit.

UAC is another issue. I don't recommend disabling UAC (in fact I have it at the highest setting), but rather you should make a games folder outside of Program Files to install everything. Program Files is subject to extra security measures that older games aren't very compatible with. If you have anything from GOG.com, it should work just fine in Program Files, but you might want to set your GOG.com folder to allow read/write permissions from Users (it's in the folder's security tab). In fact, you should change those security permissions for most game folders you have, just to be on the safe side. Usually you won't encounter any errors (Windows 7 will automatically use proper compatibility settings for most programs), but the odd time you will need to do it.
