I need help

I am redesigning a menu for my site which uses layers. Now, the layers work just fine, but there is an image which the layers are to appear over which won't go where I want it to go. I have tried to change the images position with both CSS and html, but to no avail. Is anyone willing to help me?

Well, if I knew what that was then probably. But sadly, I haven't the faintest clue as to what that is. At the moment, I'm teaching myself javascript (no books or anything to refer to apart from online tutorials).
