I believe Keri (at the Crimson Caravan) is the only person in the entire Fallout 1 game you can actually have sex with. EDIT: Silencer was right, there's Sinthia in Junktown as well.

As far as sex and my mod, I've already added functional hookers but that's it so far. I intend to add sex to something like half a dozen NPCs but I haven't done that yet. I think I'll implement it in the upcoming version

For example, dialogs that hint at sex which I will make it actually possible to have sex in/with: Tandi from Shady Sands, the girl at the Brotherhood entrance, etc.

As far as children/UK/censored version goes, there's a Child Patch here, but my mod also includes it. Shameless self-promotion, if you install FIXT (see the link in my sig) you should be good to go.

Do it, you know you wanna. If you want to do it manually (why would you do that?) you would probably want to use the Children Fix, as well as TeamX versions 1.2 and 1.3.5

EDIT: Alternatively, you can install the German Uncut Patch, which includes uncensored movies, death animations, children.

This patch for Fallout 1 is not a simple blood patch, it puts the lack of death animations back into play, and is intended to make the censorship of the German version of Fallout 1 completely reversed. This includes not only the death animations and the children and two videos with one, which were cut in the German version and censored.

So what is the full list of whats missing and any patches to restore besides the children one?

It's really hard to tell, there are so many versions of the Fallouts floating around, some even include third-party stuff like Killap's patches.
General guidelines: stay away from the German version, this one has no children and no death animations other than the least violent. And it only has German dialogue, of course. There is a violence patch, I think, but even if you speak German I would not recommend this. The rest of Europe got death animations but no children. Digitally distributed versions are a bit of a gamble, you never know what you'll get.
The safest bet is to shell out like 10 bucks for the US "Dual Jewel" release that includes Fallout 1 and 2. It shows up on ebay fairly often. Or you can get the US/UK big boxes but these are more expensive. And you'd still to install the children patch for the UK version but at least you know what you've got.

If it says Mature that means it's rated by ESRB which is a US rating system, so you're in the clear then. 16+ bad, Mature good.

That's the one. I didn't even know it was available on Amazon. I might just buy another one because I dropped mine once and the cardboard that holds the two cases together broke.
