I wonder why there are no opensource engine re-implementation of classic fallout games.

I bet it's possible. I mean lots of good old games have it. OpenXcom, OpenMW and OpenTTD come to mind as the most successful ones. Things like Daggerfall Unity also looks very promising. Instead of torturing old engine by slapping mods on mods of mods just to make it work on modern systems, why not just create a new easy to use engine? It would make life of modders and players much easier.
Structurally the classic Fallout games are very simplistic and a good user friendly constructor, similar to things like wolfRPG or RPGMaker, would make it easy for anyone to create content based on classics without limitations of old engine Fallout uses.
 
Even if a new engine was designed and built, how would one build the dwellings when all of the wall artworks are sliced up into small sections, and the roofs are made up of small tiles, I'm not saying it can't be done, but the art assets would play a role into how a new engine would function. One advantage of the games assets is you need to place each piece individually, that forces map makers to think each and every action...good maps take forever to map, but do look terrific as a consequence. It's a little like painting, but with Fallout assets.
 
The FOnline engine is the closest we have to that. It looks pretty good, is playable for years already and has quite a few folks working on projects.

But it's not a Fo1/2 remake thing.
