I bet it's possible. I mean lots of good old games have it. OpenXcom, OpenMW and OpenTTD come to mind as the most successful ones. Things like Daggerfall Unity also looks very promising. Instead of torturing old engine by slapping mods on mods of mods just to make it work on modern systems, why not just create a new easy to use engine? It would make life of modders and players much easier.
Structurally the classic Fallout games are very simplistic and a good user friendly constructor, similar to things like wolfRPG or RPGMaker, would make it easy for anyone to create content based on classics without limitations of old engine Fallout uses.
