ideas about arrest and capture

I think your reputation should have a large impact upon how people react towards you. For example if your are a very infamous character then you would have large price on your head. Bounty hunters, law inforcment, etc... wouldn't just attack you out of the blue, they would capture while your resting or something. Then you would put in jail, kinda like at Junktown in FO 1. You would be either sentenced to a term or to death. Either way if you have a high sneak and lockpick skill you would be able to escape...eventually. Hell, they could even go as far as to set up a Jail town place on the map. A place where the law inforcement agencies across the wasteland could put their prisoners.

Also, I think weaker people who retreat during combat shouldn't be considered hostiles after combat is ended. I mean if your engaged in combat with 4 enemies and one retreats and you kill the others then I think the one left shouldn't be considered an enemy. This way when you start a fight in a town you won't have to kill everyone in the damn town. It would almost be like taking over a town.

That's a good idea.

I noticed something similar in Fallout Tactics last time I played it - it has to do with friendly fire. In the Mardin mission where you can make a deal with the Matriarch: if you make the deal and set her free, her pups will fight on your side, so they will show up green (ally) on the minimap. If you hit them with friendly fire they will turn grey (neutral). If you hit them too much, they will show up red (enemy). However, if you do not hit them again, they will change colors again (from grey to green). It's probably a timed thing, but it could work. Say, you start a barfight because one of the guys inside was pissing you off. You grab your shotgun and shoot him in the eyes, but by accident you also manage to hit the waiter and a pimp. In Fallout and Fallout 2 that would've resulted in a slaughter party with pimps and whores and drunks and the other half of town because they immediately became hostile. In a new Fallout, they should turn neutral first, and if you manage to avoid them during the rest of combat, they should turn friendly again after a period of time (or after you healed them?). Critters that retreat could become neutral first, that way you should still be able to take them out during combat without a penalty. If you quit combat and there were still neutral people around, they will become friendly again and you can only off them with a drop in karma (hey, they surrendered...). I dunno. Something like that.
