Yes they do. Fallout exists in the post-apocalyptic future! Dammit, there has to be goreand violence. Those definitely add to the game. What would the atmosphere of Fallout be without these things? It would be extremely dry, and would be so uninteresting that nobody would play through the game except the people that liked the combat system. And even that would get old quickly.

The things above weren't implemented into Fallout to give it a "just for fun" feeling. Gore, violence, profanity, and sex are in there to add to the atmosphere, storyline, and options that the PC can do.
The stuff that is "just for fun" comes from random encounters, and some of the people that you talk to and encounter in the game. What comes to mind is in Fallout 2 when you drop the mine on Lloyd in Golgotha. That was "just for fun."
The only way I can see sex as "just for fun" would be in strange sexual situations. As in where you can become the Porn Star, which didn't really fit into the Fallout theme to begin with.
Another thing, this is an RPG, you don't perform the acts yourself, you tell your character to, and he (or she) does the attacks, such as in combat, you don't point the gun, you rely on your character's skill. Just as in the sexual content, you make the decision, and your character performs it. You don't get to see exactly what your character does, you have to take it that he did what you wanted, and did the job satisfactorily.
Now if you say "doing the job satisfactorily" isn't enough, you need to be the 1337 sex machine, do as GuitaristsBane suggested, go play a Hentai game. Even in Pnp RPGs, you don't do that (unless thats the point of the Pnp RPG - to do everything, i mean EVERYTHING).
