...Well, I'm here to lend my 2 cents about how fallout 3 should look, feel, and be about. Well maybe not so much BE about.
First off, the should make Fallout 3 look the same with the same handling like the first 2. Now of course, there would be minute modifications. I like the Idea of the 3D engine people talk about using in Fallout 3. I'm not saying I want it to be a graphical 1st person, but a 3D engine would add realism to the game. Like if you were a girl you could have "womanly" features, and if you were a man you could be bulky and muscular or weak and puny in looks. A 3D engine would also give the game much more detail. ((I believe someone posted an idea similar to this --for the 3D engine-- that was put on the main news page))
About the story line. I do believe it could use some major improvements. If you have ever played the Playstation game LUNAR: SILVER STAR STORY, you would know that it had a very deep and dramatic story. Well, that's the way F3 would have to be. A story that draws the player in. ((I do agree with a lot of people that Fallout 2's story was a little 'flat'))
Better + more cinematics would also help. I mean where you see the character interacting with something (I.E. you talking dramatically with the main bad guy).
The setting, I feel, would also have to change. Now, our talented friends at Interplay/BIS could explain how and when the location changed. Something like the east coast, or up north around Michigan where you might have to battle the elements. Just something besides California.
Combat...This is one of the most debated aspects of Fallout 3. I think it's devided half and half on whether or not the combat style should be Real-time or Turn-based. Now...Baldur's gate was successful with real-time. Fallout was successful with turn-based. Hmmmm...would it not seem obvious? USE BOTH. You could have the option of using real-time or turn-based combat. I know Interplay/BIS could easily incorporate the two. That is as far as I will go on this, and I will not state my opinion on it
These are just my opinions of how they could optomize Fallout 3 and use technology to its fullest without changing the actual FALLOUT. I would appreciate any thoughts on this, though please steer clear of harsh criticism.....
