Int of 9 needed for implants?

this could definitely give importance to intelligence, but someone on another board posted something about needing an intelligence of 9 to get implants.

hasn't explained himself yet, but if someone on here has the guide and could answer this that would be interesting.
 
the only req i saw in game guide book was an END req, but didnt see what that was exactly.

Could be any of these things:

-Need 1 end for each implant
ie: for first implant game checks if you have 1 end
for second implant game checks if you have 2 end
for third implant game checks if you have 3 end
and so on

-Each implant takes away 1 end (not likely, since that would make the end implant stupid)

-Each implant needs a different lvl of end.
ie: str 5 end check
int 8 end check
ect

-exponential ie: First implant needs 1, second needs 2, third needs 4, forth needs 8
