Is Sharpshooter useless if you already have 12 perception on a human (the main character)?

Hello,

I can have 12 perception on a human (the main character) if I get Divine Favor (and use the skilled -> gifted transition). But I am wondering if Sharpshooter will give me a total of 14 or if it will not work at all. I remember reading somewhere that the limit for humans is 12 so I was hoping someone can tell me if the perk adds another 2 or not (when you already have 12).

Update: I learned to use the editor and it looks like 10 perception + Sharpshooter is the same as 12 perception + Sharpshooter at least for humans (8 perception + Sharpshooter is slightly worse). Tested this by comparing chance to hit with a sniper rifle.
 
I will high-jack this thread to ask if Sharpshooter perk is useless. What say you? I have perception nine.
