Is tagging barter viable for FO1?

I've already played twice through both games and only on FO2 I'd tag Lockpick (on my first FO1 playthrough, a friend told me to tag barter, but today when asked he said lockpick was better, must've been confused at the time), and on both my FO1 runs it went well without it.

Anyways, the Per Jorner guide to FO1 tells us to tag Small Guns, Speech (I tag these in all my FO1+2 runs) and Lockpick, why isn't Barter too viable? It seemed pretty useful considering the loot you could get on the Hub.

My CH in FO1 is also pretty low all the time anyway (1-2).

There aren't that many stores to barter from in FO1, and in my opinion, it's not too difficult to aquire top-notch equipment in all due time, without focusing on barter whatsoever.
I'll neither tag - nor even spend a single point on that skill. In my experience, I would have more trouble getting rid of all my loot, ending up giving stuff away for free
 
Pers' arguments against barter are well founded. Charisma is much more important when it comes to trading and your equipment will stay up to date with your level simply by looting, so there isn't really a huge need to buy anything. Though it is nice to get stuff like the Combat Armor or the Sniper Rifle right away when you enter the Hub, it's by no means necessary.
