It happens often with TV performers because they have to sign long-term contracts, they just don't talk about it. But every once and a while you hear about it with film actors. Case in point Emily Blunt (The Devil Wears Prada) was in the final running for Iron Man 2's Black Widow (and could have been a breakout role), but since Fox has a multi-film deal with her they forced her to be in Gulliver's Travels starring Jack Black and drop Iron Man 2. Now the role likely goes to Scarlett Johansson.
