Here is a link to what is (I believe) the last declassified US prediction about the extent and damage of a Soviet attack on the US. It is called Nuclear Attack Planning Base-1990 (NAPB-90). It was created in the early 80s.

For maps, go straight to Annexes A and B. You will have to navigate the 10 Federal Regions of the country, which generally lurk in the bowels of the nation's bureaucracy.

One thing to note about NAPB-90 is that it assumes the targeting of political leadership, the military, industry, and infrastructure. It explicitly does not target civilian population. Hence the Midwest, with all those missile silos, is hit the hardest of all.

It should be assumed that the Great War of 2077 was much more destructive.

It's simple, just get a map of the USA, get the D20 post apocalyptic book(don't remember the name), guess the type of bombs used and use the table in the book to determine the damage radius of the bombs, then play the all the fallout games and read all the fiction and design documents. Add up all the data and make your map! OR, what area is your game in? Go from there.
