I'd say no more difficult than any other crpg. At the end
of the day a crpg (or any computer game) is *simply an
interactive database with model animation, a graphical
front-end and path-finding.
It also depends on how much would be 'black box' - coding
everything up from scratch would be more difficult than
using a 3rd party engine (there are many cheap licences).
You'd also need a 2D/3D artist, musician, etc. Details
about more roles can be found in any softeng textbook.
One thing that helped make complete turkeys out of RA
and MH is insufficient testing. Any company/group that
neglects to have adequate testing can be sure it'll be
cheap in the short term, but it'll bite them in the arse
when they get a reputation for shoddy work.
