Metalheart patch 1.3

Can someone tell me why I can't find a copy of Metalheart: RR in Belgium? Wasn't the game released in Europe?
 
The game isn't much better with the patch. What it needs is a totally new set of rules. Implants that consume the body when their fuel runs out... jeez it's nearly impossible to play a cyborg, the stuff's expensive, even when the planet you are on produces that fuel (mining planet that doesn't do anything else than mining for this minerals). That's just one of many many cool but bad planned features. Makes me sad...
