It seems that FPOS has got the brains of a sheep! They have turned ghouls hostile! Any good fan will tell you that the majority of ghouls were friendly. They mights aswell not bother with a plot. Just give the character the OMGSUPERSTRONGSTEELOMG armour and the SUPERUBERPLASMARIFLETURBOX2TYPEKILLA, and make faceless zombies for them to shoot... Wait a muinet... Thats excactly what FPOS is!

Ghouls being hostile isn't the same as mindless, in Fallout 1 many followed Set's orders to attack or not, only a few stood around and zoned out. FOBOS is making them legions of the undead.
