Mod Ideas, COuld this be made?

I am planning a New Vegas mod, a big mod at that, the thing is I am not too familiar with the geck and I am away from my house and my pc right now so I can't experiment with the Geck right now.
So I want to know if this ideas could be done and how hard could they be (I expect it to be incredibly hard)

The Mod will be set in a spanish speaking city in another country, so the npcs will mostly speak english, an mechanic I want to try is that there are three-four possible companions, and their Companion perk they give you is them acting as your translators and each perk gives a bonus or a penalty to speech while in the spanish dialogue.
So it would be too complicated or outright impossible to have the subtitled dialogue be in psanish and the dialogue options to be limited while not with a companion and change it to the translated version with more response options while with the perk?
 
It's possible, but only the hard way: Doublicate every dialog and do it in two languages. Now add a condition to them (like, if player has perk xy, then...) and activate / deactivate the dialogue trees.

At least if I understand what you want to do.


But what I can tell you: If you don't have experience with Oblivion / Fallout 3 / New Vegas modding, do something small first. The chance it get's ever done is much higher then.
