Since Bethesda has not confirmed a Construction Set for Fallout 3 we can only wait and see whether or not it's coming.

If you're a modder and want to take a at how the Oblivion CS works (as the F3 CS might well be similar), here are some resources:

With experience in moding Oblivion; I would like to share a site that made and releases a 3D im-exporter called NIF Tools, assuming that Fallout 3 would use the same mesh format.

I posted a thread in the Bethesda F3 forums a while back asking about whether or not they were going to release a construction set similar to TES4. After getting a few responses from moderators (who I assume speak to the devs), they said if they were to release one it would be available for download rather than with the game itself. I was hoping they were joking, but it appears they weren't.

Once the construction set is released, it will be pretty neat to see all the mods the NMA community will produce! I bet quite a few will be on par with the additional content Bethesda will release in the coming years.
