Circle Junction was apparently cut from the final game. It was supposed to be yet another tribal village (MCA mentioned Alkaya, a tribal scout from the Circle Junction tribals who was one of the CNPCs in his NMA interview). New Canaan and Burham Springs design docs mention Circle Junction as a settlement near Denver, while the Boulder doc mentions Alkaya. One trading route/road from Denver going east is marked on the world map, so I suppose that's where Circle Junction was going to be. I would also guess that the tribals from Circle Junction were the Iron Lines, mentioned in J.E. Sawyer's Fallout PnP wiki:

Sounds like a group who would call their headquarters "Circle Junction".

And as far as I remember WinRAR has the annoying tendency to decide to be the standard application to open JAR files, which are Executable Java Archives and usually intended to be run on the Java Runtime Environment..
 
I mailed J.E. Sawyer that the Iron Lines are indeed the Circle Junction tribals, although they weren't named so until after the game was cancelled. He invented the name because he thought it was weird that all other tribes had names and this one didn't.

Hey Guys,

Just a quick post to say thank you very much to all those who offered advice on how to download those design documents. Despite being tech illiteate by following your advice I manged to download them all last night. Should make for some interesting reading... Thanks again,
