Yes, there are programs. I dont know which one will work with FO2. You could try Cam Studio perhaps

If you want put avi movie to Fallout2
(already i tested this and put part from Mad Max2 as F2 intro heh)
Download: AVI2MVE
Its DOS program, you can use it manualy by enter:
avi2mve.exe movie.avi movie.mve
Or download interface for tis program: GUI for avi2mve
Put this two programs into one folder
I recommend you download it because this program got many options like cut begining and end frames so you got only desired part from them. 30 seconds of movie will take you over 10MB space!
