The new MAIN terror should be Robots. In the Post Apocalyptic SciFi literature it's always been Mutants, Pure Humans or Robots that have been the terror. Since the first two have been done it's time for Robots.
And think of a terror it would be. Something alone the lines of Terminator2. Or how about assasin Androids that mimic Humans ? One could join your group and in the middle of a fight betray you.
Also I wanted the ability to have a Cybernetic character.
As for the setting again the American south west. but on a grander scale. Select locals would be; Area 51 in Nevada, A destroyed Las Vegas, NORAD Command Center in Colorado, Air Force Academy in Colorado Springs, Hoover Dam, The grand Canyon as well as others.
I also suggested that full parties be allowed rather than you and you NPCs. I suggest the ability to form small squads similar to X-Com. You would then have the ability to have moe than one goup. You'd move only one group at a time and the others would "garrison" a town or base against enemy attack.
And also the posibility of limited mental powers. Nothing too powerful but some sort of useful group of abilities that help (or maybe hurt) the character.
