It was unbelievably stupid that civ 3 made all colonies away from the center of your civ worthless and didn't allow you to change corruption levels until a few patches in. They did eventually change the editor to allow you to alter the corruption rates. You are absolutely right there. It was pretty ridiculous. I absolutely LOVE the system they came up with in civ 4 in comparison.
