NCR/Legion policies of Mutants

I started topic earlier about the NCR's policies towards them but it got derailed and soon we were debating about the Enclave.

People say that the Legion is more prejudiced against the muties and ghouls, and that the Legion hates them. Thats contary to my gaming exspiering were the mutants talk about how they hate the NCR and the only person to say anything good about Ceasar is a ghoul. This has left me a bit confused.
 
The Legion loathes ghouls, but they don't go out of their way to kill them, Raul being the best example, since he stayed in Arizona for quite some time during the rise of the Legion and since he doesn't say anything about them killing mutants out of spite, it's a safe bet they don't.

The NCR on the other hand doesn't have a policy against mutants; it's just that prejudiced pricks in the Boneyard try to make a polical career on hating mutants in general (which isn't without precedent). It's not indicaive of the entire NCR, but rather just one of many flowers in their bouquet.
 
Quite well-said, Tag. Most people that come around with complaints about the NCR seem to come to the table with the assumption that it's some kind of single-minded monolithic beast, and that if one settlement or even one person that's remotely associated with the NCR expresses a certain viewpoint that it's okay to assume that that view is standard NCR dogma. This irritates me to no end. (And I do apologize, Quagmire, that wasn't directed at your post.)

One of the NCR's greatest weaknesses is also one of its greatest strengths-- whatever its official position (or lack thereof) may be on a given issue, if there's no law on the books, people are allowed to do, speak, and act as they please. It doesn't mean that their bullshit is sanctioned by the NCR... only their freedom is. Bureaucratic and broken as they may be, they do at least guarantee that.

Granted, my familiarity with New Vegas isn't as thorough as with FO1 and FO2, but I haven't seen anything to suggest any active, state-fostered discrimination against ghouls and muties at all. Any actions taken against these groups by NCR citizens stem from the ugliness of basic human nature-- xenophobia and competitive tendencies. Sometimes, that xenophobia is exhibited (or at the least, exploited) by those in positions of power, but that doesn't mean that such ugliness is policy.
 
So if the NCR is tolerant and Ceasar hates mutants so much then why do all the mutants seem to have such a problem with the NCR? They hate then NCR more than they hate the Legion, the Brotherhood or the Enclave, who all seem to hate mutants as part of policy. Its weird cause in fallout 2 the NCR actually seemed pro mutant. Not sure if its bad writing, or biting the hand that feeds you.
 
I think it's just a case of once bitten, twice shy. The mutants come from NCR territory, and I think it's a fair assumption that every last one of them encountered bigotry and xenophobia there at the very least, if not outright hostility. It's understandable... the stereotype of the violent, dangerous mutant isn't a groundless one, and in a harsh world, people would rather deal directly with a perceived threat than take a risk on being morally upright and possibly getting themselves killed. It's not right, but it happened, and I'm sure it left a pretty bad taste in their mouths.

I personally wouldn't put the blame on NCR's shoulders but on human nature. If the Mutants had originated in Caesar's lands, they'd likely have been persecuted there, too (unless he embraced them as elites, but I'm honestly not sure whether that would jive with his "back to basics, humanity re-ascendant" creed), and they'd bear his Empire ill-will. If they'd come from Sheboygan, Wisconsin, they would've suffered at the hands of the Sheboyganites and they'd be leery of them.

NCR brings civilization. Civilization brings people. People, defaulting to the lowest common denominator as they so often do, bring problems for mutants. To me, it's as simple as that. The plight of the mutants in NCR is similar to the plight of minorities during the American civil rights movement... there are a lot of friendly faces around, a lot of people who believe in their cause and who actively work to further their station in the world (and in that regard it could be rightly claimed that the NCR is more mutie-friendly than most), but the forward-thinkers are vastly outnumbered by the bigoted asshats.
 
well there are not many places where Mutants have been welcome within the usual human communities. Just take Vault city as prime example (and the way they see the ghouls or super mutants as they would not even allow them to enter their city)

Strange enough in New Reno I cant remember any mutants either. Though I doubt they really care who is losing his money in their shops/casinos.
