Need Help with Trait Modding in Fallout 2

The TRAIT.MSG file references a file called "trait.c", which I assume is where the actual trait values are. The only problem is: I have no idea how to access the trait.c file...

Any help on this would be greatly appreciated!

trait.c - has nothing to do with the modding of the game, and such a file does not exist.
