Nah, it's not a new cheat, but I agree with you that is a quite handy one. It sure helped me a lot during the Kansas City mission where you have to destroy four or so heavily armed mutant commanders. Having a high perception helps, since you can 'sense' hostile critters behind walls when you have a high perception.
Anyway, I also took a look at the FOT cheat list on the NMA forum and, hm, it is indeed quite incomplete. It only includes an Easter Egg (the comments instead of the credits), the Almighty Duplication Bug and a bug to increase the accuracy of your squadmembers (by using stances and a vehicle).
You want to know some other cheats? Well, okay.
1. You want to really increase the accuracy of your squadmembers very early in the game? Well, right after the first mission the Quartermaster will already be selling an item that is called (if I remember correctly) a Bullhorn (it's sort of a blue alarmbell on a stick). If you equip this item by putting it into one of your handslots, your Small Weapons Skill will go way up, your maximum HP will go way up (but you'll be seriously wounded and ready to be patched up) and for some strange reason you'll be addicted to Buffout (I think it is Buffout, it could be some other drug). When you unequip the Bullhorn, your stats go back to normal. This cheat is quite handy in the first missions, since you'll probably never miss a target this way. The bloodstains you'll be leaving behind are messy, though.
2. Another cheat? Hm. You can destroy turrets with drugs! Just give them a few doses of Voodoo or Psycho or some other drug and they will O.D. and die! Ha! Haha! This is very practical knowledge during the Preoria mission. Just destroy the turrets on the surface before you descend to retrieve the batteries and you'll be rewarded by the chief of the Wachutu (another battery). (By the way, I recently discovered that this Preoria mission is a reference to an Ace Ventura movie, where Jim Carrey has to retrieve a magical 'bat' for a tribe called the Wachutu or something.)
3. The manual says that the sex of your character does not have any game effect. This is wrong. When you play a female character, some maps will be a lot easier since you'll be able to crawl through spaces that would otherwise have been inaccessible. (Not a real cheat this one, but hey...)
There are some other cheats around (some gambling cheats, I think), but I've never used those. Hm. Actually, playing FOT without any cheats at all is quite fun too, you know...
