Look, Ma! Two Heads!
Am trying to get to westins ranch and can't find the sherriff. He isn't at his desk in the police station.

Also, how do you get a pass from Tandi. Been so long I can't remember.

Maybe I screwed up when I got the 20k for Vault 13...
 
You have to steal the pass from Gunther (if you mean the thing that is required to get through the forcefield to Carlson's place). No other way to actually get the thing, but you can still go to Carlson by other means.
