Not Enought Specialization Perks

The problem with Fallout 3 (and it's predecessors) is that there aren't enough perks to customize your character for true specialization. Oh sure there are perks to benefit long range weapons (gunslinger, commando, and sniper) melee (iron fist, paralyzing palm, and ninja), and explosives (demolition expert) but there are no perks to truly benefit those who primarily in small guns, energy weapons, or big guns, something which apparently was not true for New Vegas as it introduced new perks to benefit those who specialized in either guns or energy weapons, or even explosives. It's as if the game expects you to choose between either using guns or melee, just like in fallout 1 or 2.

Even the Ultimate Perk Pack doesn't have enough of those kinds of perks. Okay I'll admit it does have:

Wildfire which increases damage with big guns while decreasing their accuracy and increasing spread.
Pistola which increases damage with pistols.
Chinese Commando which increases damage with chinese weapons.
Gladiator which increases critical hit chance with swords and knives.
Crazy Ivan which gives you extra AP and increases explosives skill with grenades equipped while reducing accuracy with other weapons.
Natural Born Sniper which increases damage outside of V.A.T.S with sniper rifles.
Grognak's Disciple which increases melee damage similar to how iron fist increases unarmed damage.
Curve the Bullet which increases your damage resistance when shooting.
D.I.Y Man/Woman which increases damage with crafted weapons.
Overkill which increases damage with the Fat Man.
Angry Drunk which increases unarmed damage when drunk.
Heavy Handed which increases unarmed damage while eliminating the chance of critical hits with those attacks.
Bang which increases accuracy when throwing grenades.
Steady As She Goes which increases accuracy in V.A.T.S with Big Guns.
Steady Hand which reduces spread of all weapons.

Still, I can't find any perks that would benefit those who specialize in energy weapons. Even with this pack, the game expects us to choose between guns or melee for our characters. As if we are forced to use Small Guns, Big Guns, and Energy Weapons as sharpshooters or both unarmed and melee as a melee fighter.

...At least this isn't a question about builds and how to use them...

EDIT: Hasn't Dwayne been warned to stop spamming new threads already? I had hoped he got the message by now.
