I would guess that any FEMA effort that didn't have current DOD sources would use the maps published in the '60's and '70's adorned with the ancient talisman of CIVIL DEFENSE!
While in B'ham, Wa. in the late '70's discovered a reference volume in the public library. Had a detailed, state by state, array of primary, secondary,
and tertiary targets. The game was guessing what military base or defense plant justified the Rooskee's alleged Mutually Assured ... affection.

Our 'group home' had a collage ranging through several rooms, local nautical charts, regional rock band posters,
(my fave graphic image was for D,B, Cooper ""well hung rock 'n' roll"' a skeleton parachutist with brief case dangling from a moon lit fir tree)
and a xeroxed copy of the the Pacific Northwest collection of ground zeros.
Yes, even 'eco-topia' did it's saber rattling bit for that grand, world wide siege that was Cold War One.
