As others have said, in Interplay canon it'd just be a huge scorch mark on the map. In Bethesda canon, it'd likely still be mostly intact and probably look something like that Project V13 concept art with all the skyscrapers.
Considering we never hear any reference of it, even in sitations like the Pitt in Fallout 3 where they talk about major east coast settlements, it makes me think that maybe NY really is just dead.
