Ok, I'm confused about the Old World Blues quest.

Right, so its possible to resolve the quest peacefully without killing Mobius or the Think Tank. Now this requires 2 things: A series of high speech checks (which I did not have) or completing 3 out of 4 of the think tank's side quests (which I did - Dalas, 8's and Borous)

And yet when I chose the "confer with your colleagues" option nothing happened. It still expected me to do the high speech checks, and I ended up having to kill the think tank. Did I do something wrong?
 
I think so. I seem to remember doing it without a high speech check. Did you take lots of Mentats and wear a fancy suit to boost your stats? I always do that before attempting any dialog like that and it usually helps. I also completed all of the side quests too. Of course I might be confusing it with a different playthrough in which I did have a high speech skill...
 
I think you need to do All of the Think Tank quests, try Dr. O's one, it requires either science or speech.
 
I had intelligence 7, the mood lighting buff and I did 3 of the side quests (doctor O was the only one I didn't do, as you need a high speech skill to even start it), which according to the wiki is the bare minimum required.

I noticed though that O instead of Borous spoke up when I chose "confer" option, which I thought was odd.
