Somehow yes, its a symbol for god or the holy spirit in more recent days, decending from the time when people where a little bit more serious about not being allowed to draw God.
The 3 corners stand for God, Jesus and the holy spirit and the eye stands for god seing everything.
And somehow this symbol ended on the great seal.

Yeah I think that was good old FDR. It is the same symbol for the Illuminati who (despite the fact they were supposed to be long gone) FDR was involved with. You can also find this in many ancient societies as they depict a solar eclipse as the all seeing eye of god. The Mayan and Egyptian especially depicted the eye.
