I think it was random, I was walking to Rivet City from Megaton and it was on the side of a road with nothing else interesting nearby.
 
I really wish I'd taken a screenshot of it now, I just figured it was a sorta common thing at the time. A cursory Google search didn't turn up anything though, so it may be rarer than I thought.
 
In the Nuka-Cola Plant, you can find research/marketing notes on Nuka-Cola Quantum, which seems to be a nod at the old Pepsi Blue, especially since Quantum's predecessor is called "Nuka-Cola Clear", another Pepsi gimmick.

Also one of the advertising slogans you find on the computers is "Take the leap... Enjoy a Quantum!", which is an obvious nod to the TV series.
